Telegraph and telephone centers (TTC) were built in Pula (1974), in Rijeka at Kozala (1974-1976) and Trsat (1976), and also in Umag (1982) for the purpose of improving telecommunications in Istria and the Rijeka region. They were designed by prominent Rijeka architect Ninoslav Kučan, also known for his design for the RI department store and Krnjevo residential complex. These buildings, which look like strange machines, are spacious warehouses for high technology, organized according to the needs of the technology. The resulting design is constrained only by the need for openings and perforations for ventilation, cooling and the operation of technology. This situation created a space of freedom in the design, selection and composition of façade elements – which Kučan took advantage of when designing Telegraph and Telecommunication centers in Rijeka – both in Kozala and Trsat. When designing the TTC in Kozala, Kučan applied prefabricated and industrially produced elements, architecture "as a product of contemporary technology" – a popular approach in the 1970s. In this way Kučan realized a significant building, a kind of landmark in the panorama of the city, which the author himself thought could be the " city’s first architectural sign" at the northeast entrance to the city.
